Pascal is the Coordinator of the Economic Policy Network (EPN) at the University of Oxford, a joint CSAE and Blavatnik School of Government initiative to assist developing country policymakers in delivering on their development mandates. In this role, he supports the operationalisation of EPN projects, stakeholder relationship management, and strategic direction.
Prior to the CSAE, Pascal worked at the nexus of the capital markets and public policy, first as a researcher on Argentina’s premiere macro and fixed-income team and subsequently as a Consultant at the International Finance Corporation, aiding a team effort to identify investment opportunities to drive private sector growth in South America’s Southern Cone. His background also includes non-profit and start-up consulting, sales, and business development in sub-Saharan Africa. Pascal began his career at Barclays Bank in New York.
Pascal holds an MPhil in Development Studies from the University of Oxford and a BA in Government from Harvard University.
Pascal's research interests include: foreign aid dependence, poverty alleviation, and the political economy of development, focusing on Africa and Latin America.
