Matthew is a Research Associate at the Blavatnik School of Government in the Digital Pathways Programme where he carries out research and advisory work on technology policy priorities in developing countries.

Matthew completed a PhD at the London School of Economics and Political Science on spatial and labour economics in developing countries. He has consulted for the World Bank in Indonesia, South Africa and Bangladesh on spatial economics and national infrastructure development, and has also co-authored or contributed to papers/reports for DFID, UN-Habitat and UNDP. 

Matthew's research explores technology's role in development as well as a broad range of topics in development economics including urban development, labour markets, migration, climate impacts and public policy evaluation.
