This report was prepared by the Centre for the Study of African Economies,
Oxford University for the Ministry of Finance as part of the Social Sector
Review/PER III. It was funded by the European Commission, USAID and the
Governments of Italy, the Netherlands and the United Kingdom. The report
focuses on public expenditure in the health and education sectors. Its
chief objective is to identify ways in which the present total public resources
budgeted for health and education can be made to achieve better health
and education outcomes. The study team was led by Paul Collier, with John
Mackinnon and Stefan Dercon as co-leaders. The team consisted further of
Perran Penrose, Stephen Peterson, Bereket Kebede, Abdulhamid Bedri Kello,
Saverio Papagallo, Christian Collard, Saed Hassan and Yishak Mengesha.
Shukri Ahmed, Alem Abraha and Sharada Weir also contributed to this report.
Valuable assistance with the data was provided by Ms Eyerusalem Fasika
of the World Bank office. The study was co-ordinated for the Minister of
Finance by Ato Asrat Kelemework, Head Budget Department.
